Every signature timestamped, with the waiver version it was signed against.
Every licence and membership check recorded at the moment it was made.
Every approval attributed to the official who gave it.

Most of the time nobody asks for it. On the day somebody does, it is already there, complete, and it does not depend on anyone remembering.
